NAACP Calls For Removal of Laurel Police Officer

Community meeting plots course of action for police slapping incident.

Leaders of the Prince George’s County Branch of the NAACP and community members in Laurel are calling for the removal of a Laurel Police officer who was filmed last week slapping a handcuffed man at a local bar.

During a community meeting organized by the NAACP at the Laurel Boys and Girls Club, community members said they wanted the officer removed from duty pending the investigation as well as a stronger response from the City of Laurel.

Bob Ross, president of the local chapter of the NAACP, said he wanted the city’s police chief held accountable.

“The police chief handled this so badly …the chief should have removed this individual,” he said. The city is "very caviler" about the incident.

Sign up for the Laurel Patch newsletter here and follow us on Facebook and Twitter for instant news updates and community conversations.

The incident occurred Aug. 5 when police were called at 2 a.m. to the Laurel Station Bar and Grill along the 14900 block of Baltimore Avenue to investigate a fight between patrons. In a video captured by a witness, two officers are seen taking D’ante Williams, 27, away in handcuffs when one of the officers began yelling and striking Williams over the face and head.

Williams was subsequently charged with second degree assault, disorderly conduct, and resisting arrest among other charges, according to court records, which list the case as being closed.

City officials have said the case is still under investigation and the officer, listed as J. Diaz-Chavarria in a $3 million lawsuit filed against the city by Williams, remains on duty. Bob Manzi, the city’s attorney, told Laurel Patch this week that the city is prepared to litigate the suit.

Still, the roughly 30 people who attended the meeting largely contended that what happened to Williams is nothing out of the ordinary for the Laurel Police Department. Others said that excessive force by police often targets young black and Hispanic males.

“It’s time for people in this city to realize it’s time for a change,” said Thomas Matthews, a minister at St. Mark's United Methodist Church in Laurel.

Ricardo Roach, 28, said he’s been homeless most of his life and sleeps in his truck at various locations in Laurel. Last month, he alleged that he was the victim of excessive force by Laurel Police and is currently working with the NAACP to file a complaint.

“I’m being bred to be afraid,” he said to the crowd. “What do I do now?”

Ross urged members of the Laurel community to organize and protest if they wanted to see changes in their relationship with Laurel Police. Ross is working with Laurel residents to organize a protest and conference outside the Laurel Police Department Monday at 6:30 p.m.

“You got a police department out of control,” he said.

I know young black and latino males that have wanted to file complaints against cops in the City of Laurel and have been told NO you can't. Bring in the justice dept to set them straight.

May, that is true. But does that change the fact that officers are abusing their positions and individuals in the community? Is excessive force "conduction oneself properly"? Criminals can and should be held accountable for their actions, but do the police need to use excessive violence to do their jobs? In this case, the man who was beaten was already handcuffed. The actions of the officer are unjustifiable.

May, I know people that have been pulled over for no reason - one young man in particular who does not drink, smoke or use drugs. His car was torn apart by Laurel's finest looking for whatever that they did not find. When he called the station to ask about a formal complaint he was told he could not do it. This is just one instance.

D’ante Williams was the casure of the problem at the bar, he is the responsible party. not J. Diaz-Chavarria. Why doesn't the NAACP protect his interests?

Speaking for a lot of nameless people here Tanisha. Sounds about as BS as Bob Ross's solicitation of complaints for his buddies at LBGC or Tommy Mathews thinking every guy who gets arrested as a member of his church is actual an angel, and its the Police Dept fault. There are a lot of people in Laurel that are not happy with the fact that they can't do whatever they want with out consequences. Their answer to getting arrested is to file BS complaints, then call the NAACP. Well guess what. 30,000 people live in Laurel. 30 showed up at the LBGC for this meeting, many of which were with the NAACP. Must be a huge problem!

There are a few bad apples everywhere you go and the LPD is no different. There are two wrongs in this situation Mr. Williams for fighting at the bar and causing a disturbance and the cop that used excessive force. Now we all know two wrongs don't make a right! I hope that the energy that everyone is putting into this, they are putting more energy in mobilizing people to get to the polls and vote in November!

Where will Laurel be in five years if those who want to steal, drink and drug ( who live on the streets at other's expense one way or another) are allowed to do whatever they want, to whomever they want, with no consequences? It's hard to deal with these violent crazies; it's hard for the police, too. I've lived around here for more than 25 years and have never had any problem with the police; but then again, I don't break the law. As far as I'm concerned, if you're drunk and fighting in a bar, the police can pull you out however they need to. If you threaten them, smart talk them, etc....I don't care if you get a smack to quiet yourself down. This strange concept that one can behave badly, do whatever they want and then complain about the consequences seems juvenile, childish. These perps need to grow up, behave, get a job and contribute to the community. My sincere thanks to the law enforcers, who protect those of us who want a calm, safe community.

Thank You Colliemom & Greg, Nothing but the truth! The NAACP = Negros Against All Caucasian People has become the MOST RACIST organization in this Country! Do what ever you want, get caught, cry and get paid for it! It's also nice to know that the LBGC sponsored the meeting! What, we still have some HARD feelings over the loss in the last election? Maybe the monies will go to the LBGC for there part in what they have NO business at all being involved but hey, WERE BROKE & need the monies.Just another ALL TIME LOW for what use to be a great fixture in this community! Sounds more like a plot by a few to bring this City down at all costs!I have lived here for many years and it's like this, DONT ACT like an ANIMAL and you won't be treated as such! I look forward to this protest so as that I can attend and to SUPPORT our Police Department! So quick to hang this cop, I would love to see this guy's rap sheet! Drunk, violent, diorderly, arrested & now I wan't to get paid! Trust me, attemp to spit on me and I am beating your #@%.

Concerned Citizen - Please don't lump me in with those who choose to qualify every issue as a racial one. I understand the article documents the NAACP's concerns, so guess that raises the flag for the racial haters. I don't care what color/race/gender/ethnic origin the perp is, so don't throw me under your bus with that. My distaste is for those who don't contribute to society, act badly and then protest/whine when things turn against them. Unfortunately there are plenty of these to go around, of every race and creed. I do agree it is unfortunate that the NAACP only seems to surface where there is an issue of someone behaving badly; perhaps they do other positive social outreach type work that isn't publicized. They would do better to share concern when someone behaves in a violent, threatening manner rather than leaping to defend them. Sometimes evil doers have to learn from their mistakes, and it's best to just step aside and let things progress as karma will.

Bob Ross- What's up with posting a reply to each and every comment, that you (representing the NAACP) are going to save copies of every comment posted? Is that supposed to be some implied threat - that you're watching and tracking everyone's statement? Seems very inappropriate.

If the man was Spitting on the cop why doesnt he react like it. If someone spit at me I would move. If I was a cop trying to arrest him I would pepper spray him or take him to the ground to get him under control. The other officer never reacted like he was assaulting his partner. Nor did any other cops come help him and get him to stop "spitting" on him.

And, had any of the other officers jumped in, you would be right there calling it a gang assault. Officer Diaz did what was needed to do to stop getting spit at, using just the right force, and you folks are crucifying him for it.

Did you know that Officer Diaz was awarded the Medal of Valor in May for actions in removing a black female trapped in a burning car? This was reported in the Leader and in the Baltimore Sun. Where was the NAACP when this happened? Where was the praise for this officer risking his life to save another? Yes, it is his job, but does he not deserve praise? Has Mr. Williams benefitted society in a similar way? Yet you are so quick to demonize Officer Diaz and excuse the actions of Mr. Williams.

This whole new "attitude" that the police are always wrong is making me sick! I'm tired of cases being taken out of context with little snippets of video from a cell phone or a video camera. There was a REASON for the police being called and I must say, nobody's ever called them on ME!!!! How about YOU! Let these people go their job. I also want to add that being SPIT on is probably not part of your workday but am sure that we'll get remarks like...."If they don't want to be spit on they shouldn't.....". These anti law enforcement comments are turning my stomach.

What would have happened if Williams was white? Would the NAACP still be making an issue about this? Yes, on the surface the officer, Officer Diaz, who by his name appears to be hispanic, may have done something wrong, but where is the NAACP when police do something right? As someone said in an earlier comment, Officer Diaz saved a woman, who happened to be black, from a burning car. Where was the NAACP and their community meeting to praise the actions of the police in that incident? In my day I have been smacked around by the police. I never thought it was justified, but who likes being told what they were doing was wrong? I know I don't. But there was no special interest group I could get in my corner to get on their bullhorn, so I was out of luck. My point being is that if all anyone reflects on is the bad and not the good, all it does is foster hate. I am not saying that what Officer Diaz did in this situation was right, by any means. I do not know the whole story. I agree that he should be suspended while this investigation is going on. But why does race have to be bought into everything? If you want to preach equality, then practice equality. Again, if Williams were white, would we be having this debate? How about if the officer were black? How about if the officer were black and Williams white? Would the NAACP get involved in all those instances? Police brutality only seems to be an issue to the NAACP when the officer is white. Where is the equality in that?

WAKE UP PEOPLE! The NAACP & Bob Ross are a JOKE! They promote RACISM to the extreme and are only there when a PAYDAY might be involved! Isn't it funny that if ANY other group of people wanted to form an organization such as there's, they would be the FIRST TO SCREAM - DISCRIMINATION & RACISM! It's either BLACK THIS or BLACK that, and that's it! But if you really think about it, who else would want to be associated or belong to a group with such so called VALUES! I would leave the LBGC out of it, but after all, they did sponsor the meeting! Hey Bob, put this in your file along with my other comments! I AIN'T AFRAID!

I dont see why everyone is ganging up on the NAACP. The office used excessive force on a "man" that was handcuffed and in his custody. Forget the race. Its about justified treatment. How would you feel if your child was arrested for something stupid and then beaten by the cop. Its wrong. End of story.

I don't perceive of any "ganging up" against the NAACP here. I only see individual members of our community discussing their displeasure with the NAACP selectively supporting/enabling criminal/violent behavior in our community. I agree race is not important, as the discussion should be how to appropriately deal with people who misbehave and threaten others. But when the NAACP guides/supports/fosters/protects these criminals under the umbrella of protection only for "colored people", they can't open that door then whine about why race has entered the room. We as a community need to have zero tolerance for law-breakers, especially those with violent behavior. The NAACP should absolutely not be fostering/encouraging them by offering support and advice on how to sue for $3 million (of our paid tax money). Grantedly all facts are not known - but is reasonable to say this guy was calling attention to himself that prompted others to need to call the police for protection, that he continued to struggle and be abusive/assaultive even after in handcuffs. I don't think the police should have hit him; but his behavior set these events in motion and I don't really care if he got slapped because he was assaulting them. Exposure to body fluids can be health and life threatening these days; it's unreasonable to ask our officers to just take assaults and not respond to them. The perp is having bad dreams now? How silly.

They are the reason why Laurel can't maintain a regular spot for entertainment. This guy is a joke along with the NAACP. I guess excessive force is ok for the person who is 100 percent wrong for fIghtIng the police officers but they are the ones who get blamed and sued for protecting themselves??? Wow, when did we start protecting the guilty??? That's just sad. These assholes can get away with such savage behavior and have organizations like the NAACP protecting them. What a big, huge joke.

I'm so glad to see some "push back" from those of us who appreciate and respect police officer's efforts to make our community safe and livable. The perps/crazies run wild and think they can misbehave and do anything they want to anyone. When confronted because of thier bad behavior, they pull the race card or whine about police brutality. Gee- then they are surprised when many perceive the groups who foster and reward this type of bad behavior as enablers/criminal supporters.
Still haven't seen any response from Bob yet about his apparently blatent attempts to intimidate posters here; would like to see a clear explaination from him about this behavior.

What, no article or update on the barely 12 people who came to "protest"? In a City of 30,000 people, only 12 including non Laurel residents from the NAACP show up and the fact that it's a laughable failure, not surprisingly, gets no coverage from the Patch. Shocking. Josh Gardner is as biased in his reporting as Bob Ross is in his sentiment towards common sense. This is and has been a few people attempting to justify their relevance by getting in the middle of a situation that has nothing to do with them. Where is Mr. Ross speaking when crimes being commited in his Laurel neighborhoods, or drugs being sold? No protests then, that's obviously not an issue worth looking at to him or the organization he "runs".
And @ Colliemom, I agree, it does seem like blatant intimidation attempts from Mr. Ross, I wonder why no Patch employee has said or done anything?
