Baltimore Animal Rescue & Care Shelter is a non-profit organization created to take over the operations of the city shelter and to work directly with Baltimore City Animal Control. They take in homeless and unwanted animals in Baltimore City. BARCS’ mission is to provide sanctuary for all animals and to promote a more humane community.
