Howard County "Space Needle"?

What is the story on this strange building? It looks like it could have been a church or someones really futuristic home. Been there as long as I remember but I cannot find anyone in the area who knows who owns it or why it was built.

Location is on the east side of Rt 29 Columbia Pike in Laurel just north of Johns Hopkins Rd, south of Rt 32.
