I didn't learn about this until doing research for this story, but Superfresh stores transitioned to Fresh & Green's stores across the state. http://northbaltimore.patch.com/articles/fresh-greens-replaces-hampdens-superfresh So it likely was less a matter of choice, rather of evolution for these stores.

I wasn't aware of any unwritten rule. This guy made his presence known to hundreds, possibly thousands of people on Ritchie today, and I thought it was worth asking him what it was all about. That was about as far as I thought about it before making the trip out there.

Everyone gets these news releases at the same time. The individual reports must be requested individually, and in person, from the county police department in Millersville. The press does not get any special treatment.

It refers to Phase 1. The final sentence of the story is "Phase 2 is currently in the design stage, but has not yet received funding."
